Struggling to pay your mortgage?
You may be eligible for assistance through the Illinois Hardest Hit Program!

Man-Tra-Con Corporation has been designated to be a review agency for the Illinois Hardest Hit Program. Review agencies assist applicants in applying for assistance with the program. We will review your application, and ensure that you have all documents that are required. We will then submit your application to the Illinois Housing Development Authority (IHDA).

The Illinois Hardest Hit Program is a federally funded program.
The Illinois Housing Development Authority (IHDA) received these funds to assist Illinois homeowners struggling to meet their mortgage obligations through the Illinois Hardest Hit Program.

The Illinois Hardest Hit Program offers two types of assistance:

  1. Reinstatement assistance to pay mortgage arrearages, fees, and penalties in full, and
  2. Monthly mortgage payment assistance to pay 100% of the mortgage payment owed to the servicer for up to 18 months while the household makes monthly contribution payments to the Illinois Housing Development Authority during their enrollment in the program. Maximum assistance is $35,000.

* In some rare instances, after assistance ends participants may still have an underfunded escrow and/or additional fees owed to their lender.

How do I qualify?
You must meet all of the following eligibility requirements to participate in the program:

  • Property must be located in Illinois
  • Households must have a documented income reduction of 20% due to unemployment or underemployment through no fault of their own
  • Household income must be at or below 120% of the area median income
  • Principal loan balance must not be more than $500,000
  • Household liquid assets cannot exceed $17,500
  • Property must be the primary and only residence of all borrowers/owners. Homeownership cannot include other investment or vacation properties in Illinois or any other State.
  • Property can be a 1-4 unit building, provided the household resides in one unit
  • Homeowners must carry a fixed or adjustable rate loan. Interest-only or negative amortization loans are not acceptable
  • Current servicer of the mortgage must agree to accept payments
  • Applicant(s) must not have been convicted of a mortgage-related felony in the last ten years
  • Available HHF assistance for your county is enough to bring mortgage arrearage current and make a minimum of 6 forward monthly mortgage payments.

What documents do I need?
Before you apply, gather these documents:

  • Copy of all borrowers valid state of Illinois Driver’s License, State ID, or US Passport, cannot be expired. If you are married, you will also need a copy of your spouse’s id.
  • If you are or were receiving unemployment benefits, you will need your Unemployment Benefits Determination Letter that states your benefit year and amount. All documents must be signed.
  • You will need your federal tax returns for the year prior, and year(s) after you experienced a 20% reduction in income (signed by all filers) along with W2s and all attachments. Example: If you were laid off in 11/2012, you will need your 2011 tax returns and 2012 tax returns.
  • Most recent 2 months consecutive pay stubs for all household members. If self-employed, most recent 2 quarters of Profit & Loss Statements. All documents must be signed.
  • Last 2 months of all other unearned income including Social Security Income (SSI), Social Security Disability Income (SSDI), Workman’s Compensation/Temporary Disability, Divorce Decree or Court Ordered Document indicating payment of or receipt of child support or alimony. All documents must be signed.
  • Last month’s bank statements for all checking/savings accounts of the borrower/co-borrower (sall pages). This must be a printout with the Bank’s Letterhead and address showing.
    All documents must be signed by ALL parties.
    q Most recent monthly mortgage statement for both 1st and 2nd mortgage (can include past due balances).
    All documents must be signed.
  • Property tax bill or print out from the county tax assessor’s office or treasurer’s office with current tax amount.
    All documents must be signed.
  • Homeowner’s insurance statement if paid separately (not escrowed) All documents must be signed.
  • Copy of your current loan modification if applicable.
    All documents must be signed.
  • Copy of foreclosure notice and/or summons if applicable.
    All documents must be signed. Additional documents may be required.
